Recreational vs commercial drone use in Paraguay
Paraguay does not seem to differentiate commercial & recreational drone use - see our post to differentiate recreational vs commercial drone usage.
✅ More over, there doesn't seem to be any official restrictions or laws around recreational and commercial drone use in the country making it a real drone paradise.
✅ In countries without any regulation around drone use, the use of airspace would by default revert onto the country's civil or national aviation authority. In Paraguay, this would fall under the National Directorate of Civil Aviation (DINAC), they can be contacted via:

Can I bring my drone to Paraguay?
✅ Currently, there doesn't seem to be any restrictions on bringing drones within Paraguay as long as your import is considered as legitimate (generally one drone per person).
🚨 Be aware of the airline you purchase to travel as some main ones will only accept your drone on-board if its batteries are detached & placed in a firecase during travel time. Most airlines will have a battery voltage limit based on the recommendation of the Transportation Security Administration (TSA). You can find more info about a specific airline here.
Where can I fly my drone in Paraguay?
✅ We did not find an official fly zone map for drones in Paraguay "If you have more information about this, please share it in the Forum". Thankfully in the meantime, app.airmap.io has listed all flight zones in a convenient way organised in a 3 color legend.

🌲 National / Marine parks & reserves might be on a case by case permission & you will need to check directly with the local park or reserve authorities.
🚨 Since March 2016, Paraguay aviation authorities specify that you will need an authorisation to fly within ATZ zones (Airport Traffic Zone) - see here for more info.
Recreational & Commercial Drone use in Paraguay
✅ Saying this, it isn't because their aren't any official regulation that you should do crazy things. As for a minimum behavior, it is always advised to:
Avoid flying near airports (mainly) Asunción (the capital city).
Keep your drone in visual sight when flying and fly below 120 m during daylight.
Avoid flying above people without their consent or moving vehicles.
Ask before flying any governmental, religious or military sites.
